I'm not sure why he hasn't put the second actuator at the 180° mark and call it a day. It looked like it was getting a good half turn.

I think I got it with this drawing.

the 4 steps are described in the drawing and its the yellow part that is repelled and gives free PM work.
And then it can be unrepelled and return to the original position to repeat the process.

Between step 2 and 3 to show the polarities are all balanced out and ready to reset in step 3 and 4.

I present this for others to get ideas and take it further.

I will work on its embodiment but in the past I have failed not because of a lack of OU but because there was not enough OU to do the switching.

For meaurement I will lift 4 weights wih the repel to make each step movement but there also needs to be more work to release each one of those movements and that is where I have always failed. I think it will take 200-300% OU to do the movements and the switching.

A very brief description of what is accomplished.

1. we set up a repel force without the loss of work from a squeeze.
2. Then we move the balanced magnet sets to release that repel force.

I chose repel because of "closer stronger" is a better way to get the most power.

The real test is will it go up hill and it barely does that. So I believe its getting enough attraction ineretia to get past the sticky spot....

There was a patented motor that got through the patent office when it went straight up a track.
But I can't remember who that was. It was featured on the front of Popular Science magazine.

that the force required to move an inch is greater during the part of the rotation, 
in which he pushes his rotor into the repelling field of his "activator".

Are you sure?  Please review the video starting at 6 minutes when he demonstrates the approach pulls on his testing wand.

It seems to show the "activator" pulling it in.  But then again, I have made many setups with pulls it in from close, but still ends up cancelling.

I'm not quite sure what you mean by canceling? What it seems to show is it has a weak attraction an a strong repulsion effect. Did I miss something? I'm not understanding what you mean by Canceling?
