Highly interesting indeed...  I may have to experiment with this.

He recommended 3d printing-  To get the "sausage" water droplets, i'm wondering if we can replace the tubing with a 3d printed plate of sorts with comb-like extrusions or something of that fashion.

The big question-  Obviously the system is capable of producing high voltage-  but can it produce enough to raise the depleted water back to the holding tank to repeat the process?

Good question Jim, and thanks for posting Seychelles.

My immediate thoughts were: can you put it under pressure and/or draw the water through? Head height to get the pressure might be something to improve on to allow for circulation at lower input cost.

This also reminds me and gives me a better visual of how the Joe Cell water purifier looks when transparent, but without magnets.

How is this any different from Lord Kelvins "Thunderstorm"?
How is it similar?

Moving or flowing water creates the Highest Magnetic Force Field known... A Human can detect this with a Dowsing Rod. A Field Strength Meter can also.

Magnetism is all about 2 Forces, Electricity is all about 2 Charges... What is the difference between a Force and a Charge?

Electri8city is evident when there is a Difference between Charges or Elemental Vibrations. No two rain drops are similar just as no 2 snowflakes are the same.
