Does electrolytic capacitors contain energy that can be tapped??

I am thinking that an electrolytic capacitor can be a source of energy just like acid battery is. But in my opinion just one cap is not enough and probably connecting some semiconductor into play may create a little circuit for tapping and resending solid state energy all over predicted circuit. 

Maybe showed Vixen circuit is a solution. Not the best one, but a solution? Even without a transistor and good core coil this can give spare energy.

What do you think? Any suggestion to understand better dying out voltage on electrolytic? This is probably not simple, but can be understable how to prevent this effect in our little neaty battery.

I am thinking of something precharged from a grid that reverses energy into plates of a cap. and an inverter can probably do the job, then some spare energy may be seen. a self refulling condenser with highering pressure.
